Job Summary:

Performs responsible professional engineering work in supervising a large engineering section or assists in directing the activities of a major engineering division or bureau; supervises the preparation of designs, plans, specifications, estimates and reports; and performs other duties as required.

Examples of Duties:

• Assists in developing work programs and preparing budget requests;
• Prepares and supervises the preparation of work progress and cost reports;
• Determines work procedures and makes work assignments;
• Directs the preparation and maintenance of maps and records;
• Supervises the design and construction of highways, sewers, flood control, waterworks, and other public work structures and facilities by directing preliminary and final surveys, determining working stresses and computational procedures;
• Supervises the preparation of plans, estimates, specifications, and contract documents, checking computations, making field inspections, and reviewing the reports of construction inspectors, and approving design changes;

• Assists in planning and directing the maintenance and operation of public works and water works projects;
• Supervises other engineers and architects on design problems;
• Prepares special contracts, technical reports, and correspondence;
• May conduct preliminary appraisals and assist in negotiating for acquisition of land and rights of way; and
• Performs other related duties are required.

Minimum Qualifications:

Training and Experience:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in engineering; and
• two (2) years of professional civil engineering work experience after licensure as a registered professional engineer; and
• two (2) years of supervisory experience.

Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees.

License Requirement:

Possession of a valid license as a professional civil engineer in the State of Hawai‘i.

Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent).
